THE HOUSING AUTHORITY OF THE COUNTY OF SANTA BARBARA ANNOUNCES AN OPEN RECRUITMENT FOR THE POSITION OF:

Job Title: Director of Resident and Supportive Services
Location: Lompoc Administrative Office
Pay: $134,306.80 - $163,250.88 Annually. Exempt Position Full-Time - 78 hours biweekly

POSITION DESCRIPTION: Under the supervision of the Executive Director, the Director of Resident Support Services directs and oversees HASBARCO'S Resident Services and Supportive Services
Department by reinforcing HUD Resident Opportunity and Self Sufficiency programs and developing and implementing programs and services to help HASBARCO's most vulnerable clients retain housing. Lead cross-departmental initiatives in support of strategic plans; along with department managers set and monitor department budget, MOU's and grants. The director will also be responsible for implementing recommendations from the department's 5-year strategic plan to optimize the deployment and management of the department services and responsibilities. Work involves setting policies and goals.

Essential and other important responsibilities and duties may include, but are not limited to the following:

  1. Collaborate with the executive director and the executive team to develop department goals and initiatives to design new programs and approaches and to asses progress
  2. Provide overall director for agency wide efforts that support affordable housing residents and Housing Choice Voucher clients through strategic direction for the authority's vision, policy development, goals, and program implementation for resident and community services; develop, manages, and evaluates initiatives to encourage resident/client participation
  3. Review annual resident and support services department budget to ensure adequate resources to carry out the mission of the department and monitor financial results (budget vs. expenditures) on an ongoing basis including contracted services
  4. With the support/resident services team facilitate all aspects of program operations including overseeing client service programming, housing stability and participant outcomes; maintain good relationships with internal and external stakeholders with particular emphasis on managers and members of the executive tam; develop partnerships and assure compliance with HUD, TCAC, and other program requirements
  5. Assign, delegate and lead the work of staff, recommend merit recognition, promotions, and disciplinary actions, coach, counsel and evaluate staff performance
  6. Oversee the department's business processes, including development of efficient and effective workflow, quality assurance and provision of appropriate technology support for program staff
  7. Coordinate with the authority's housing departments; ensure resolution of resident issues; provide support and guidance to program and property staff; support the authority's Resident Advisory Committee; and represent the authority to local and national groups
  8. Manage the Social Service/mental health component and staff if so required and collaborate with mental health professionals from other agencies and community-based organizations

  • Ability to implement new programs and services and evaluate program progress and success. Strong communication skills, both spoken and written, are an important competency
  • The successful candidate will be a collaborative and strategic thinker with an ability to see the larger picture as well as the smaller tasks necessary for program success
  • The successful candidate must be a visionary and be able to think "out of the box" in a fast-paced environment

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Experience: Extensive experience in social services, human services, housing, homeless services, or similar work in a client service setting AND extensive supervisory experience. Prior supervision of managerial staff is preferred
  • Education: Bachelor's degree in a closely related field

Working Conditions:

  • Environmental Conditions: This job operates in a professional office environment and work in the field. This role routinely requires commuting between properties outside of standard business hours, uses standard office equipment such as computers, laptops, phones, photocopiers, filling cabinets and fax machines
  • Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for moving about, stair climbing, staying sedentary for prolonged periods of time assisted or unassisted; moderate lifting and carrying up to 25 pounds
