Resident Services Specialist - Lompoc

THE HOUSING AUTHORITY OF THE COUNTY OF SANTA BARBARA ANNOUNCES AN OPEN RECRUITMENT FOR THE POSITION OF:

Job Title: Resident Services Specialist
Location: Cypress Court Office - Lompoc
Pay: $25.8210 per hour - Full Time - 78 hours biweekly
Closing Date: Monday, January 23, 2023 by 4:00 PM

POSITION DESCRIPTION: Under the supervision of the Resident Services Manager, the Resident Services Specialist provides case management of program and participants and facilitates the development of skills, attitudes and abilities necessary for residents to become socio-economically independent or successfully age in place. Positions in this classification also participate in the development, implementation and delivery of resident services to program participants and assist in the daily operation of Resident Services Programs. 

Essential and other important responsibilities and duties may include, but are not limited to the following:

  1. Interview, evaluate, counsel and enroll potential and current participants; compile case histories, and review relevant documentation. Assess client skills, educational level, health, psychological and social status
  2. Develop Individual Training and Service Plans ("ITSP"). Meet regularly with participants to maintain active participation and positive progress toward ITSP goal completion.
  3. Prepare and maintain case files of program participants ensuring the compilation of complete and accurate documentation of resident services participation in compliance with HUD, TCAC and other pertinent regulations
  4. Complete and coordinate referrals to supportive service providers or directly provide on-site supportive services to program participants
  5. Regularly conduct on-site resident meetings, briefings and case management services at various HA properties throughout the county
  6. Participate in the auditing of accounts and/or properties included in escrow, tax credit, and HUD programs and prepare and maintain monthly records and annual reports
  7. Recommend and process participants entry, progress and exit from participation in resident services programs, and compile graduate and/or exit packets for approval
  8. Experience working with senior/aging adult population
  9. Advanced knowledge of or specialized training in healthy aging within the senior population and social services assistance programs for older adults
  10. Assist in the scheduling, facilitation, and presentation of resident group meetings, resident service briefings, educational/recreational and after-school activities as assigned
  11. Participate in the recruitment and training of resident volunteers to develop resident empowerment and coordinate the provision of services on site through area partnerships
  12. Participate in the development, planning, marketing, implementation and evaluation of programs and events which promote self-sufficiency and/or improve and enhance resident's quality of life
  13. Participate in grant writing, filing, and reporting as instructed

QUALIFICATIONS

Knowledge of:

  • Microsoft Office
  • Client database software, Yardi preferred
  • Specialty tracking software, Family Metrics preferred
  • Advanced knowledge of government-assisted benefit programs, including but not limited to FSS
  • ROSS, HCV, PBV, CTCAC and Multi-Family Blended Occupancy
  • American with Disabilities Act regulations and Fair Housing Laws
  • Proper use of English grammar and spelling

Ability to:

  • Follow established procedures

  • Prioritize tasks and maintain accurate records
  • Work independently with limited supervision
  • Interpret and clearly explain resident services programs, procedure and objectives to others
  • Organize work assignments to ensure timely completion of projects
  • Promote and maintain positive working relationships with Housing Authority staff, residents and partners
  • Maintain and apply a high level of integrity and performance and ensure confidentiality of client data
  • Perform general clerical duties; enter information into computer system and specialty software; prepare a variety of correspondence

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Experience: Three years of responsible experience working with diverse socio-economic groups. Prior experience or Certification as a Section 8 HCV Program Specialist highly desirable
  • Training: Equivalent to the completion of an Associate's Degree from an accredited college or university with major course work in human services, social work, counseling, psychology or a related field
  • License or Certificate: May require proof of valid California Driver's License and driving record acceptable to HA insurance carrier required dependent upon area needs. Certification and competency as a Professional Service Coordinate (PSC) within two years

Working Conditions:

  • Environmental Conditions: This job operates in a professional office environment and may also work in the field. This role routinely requires commuting between properties outside of standard business hours, uses standard office equipment such as computers, laptops, phones, photocopiers, filing cabinets and fax machines.
  • Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for moving about, stair climbing, staying sedentary for prolonged periods of time assisted or unassisted; moderate lifting and carrying up to 30 pounds
