THE HOUSING AUTHORITY OF THE COUNTY OF SANTA BARBARA ANNOUNCES AN OPEN RECRUITMENT FOR THE POSITION OF:

Job Title: Compliance Coordinator, Housing Operations
Location: Lompoc Administrative Office
Starting Pay: $43.97 per hour - Full Time - 78 Hours Biweekly
Closing Date: Wednesday, November 30, 2022

POSITION DESCRIPTION:  Under the direction of the Director of Operations, the Compliance Coordinator will serve as the primary point of contact assigned portfolios. This position is characterized by a high degree of initiative, responsibility, accountability, and ability to work congenially with a wide variety of individuals, auditors and government entities. The Compliance Coordinator will design and execute audits and internal controls to ensure that housing management complies with applicable rules and regulations, agreements and operating procedures as well as present appropriate recommendations to management regarding any identified areas of potential non-compliance. 

ESSENTIAL FUNCTION STATEMENTS:  Essential and other important responsibilities and duties may include, but are not limited to the following:

  1. Monitor compliance during the hand off phase of new construction and acquisition/rehab lease-up and participate in daily interactions with owners, partners, investors and various levels of management regarding regulatory agreements
  2. Collect, analyze and summarize compliance data from LPA and Regulatory Agreements, MOU's, Pro Forma budget, utility allowance schedule, rent and income limits, Tax Credit application, place-in-service documents such as the Preliminary Reservation and Carryover Allocation letter and IRS form 8609
  3. Disburses and reviews compliance summary of requirements with housing team. Reviews resident selection plan, application packet, marketing materials and management software set-up in Yardi
  4. Regularly collaborates with key HASBARCO senior executives in Real Estate Development and Finance during all phases of lease-up to discuss changes in projections and to ensure requirements are met in a timely manner
  5. Develops controls to ensure first year rents do not exceed rent limits and are aligned with Pro Forma Budget
  6. Provides Rent Rolls and Project Status Report of qualified household to Accounting, partners, owners and investors
  7. Actively participates and provides compliance-related status updated during weekly Acquisition Rehab and New Construction meetings
  8. Monitor and track status of initial certification file review
  9. Coordinates submission of first year certification files to investor's auditor
  10. Track submissions of file corrections for investor's auditor final approval
  11. Ensure scan of final approved first year certification files
  12. Assists Director of Operations with developing policies and procedures to ensure staff compliance with regulatory requirements relating to the set-up and ongoing maintenance of resident files and general project compliance
  13. Plans and conducts semi-annual on-site reviews of projects whose funding sources consists of Tax Credit, HUD project-based Section 8, Tax Exempt Bonds, AHP, RHCP, CalHFA, CDBG, NEF, MHP and other private and public sources
  14. Verifies compliance with with rules and regulations of various funding sources, Fair Housing standards and HASBARCO Policies and Procedures
  15. Recommends appropriate corrective action to resolve noncompliance; works with managers in a non-threatening cooperative manner to correct noncompliance through corrective action
  16. Provides compliance-related consultative services to site managers and their administrative staff. Attends mandatory meetings and trainings
  17. May assemble monthly reports for Board meetings relative to area of responsibility
  18. Actively participate in HASBARCO's Injury and Illness Prevention Plan
  19. Regular and predictable attendance

Experience and Education: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:  Bachelor's degree or equivalent combination of education/training/experience. Minimum five years experience working with an affordable housing management company at the management level. Experience in reporting to and working with agencies such as HUD, TCAC, CalHFA, HOME, USRDA, HCD, and RHCP

License or Certificate: Requires Proof of valid California Driver's License and driving record acceptable to HA insurance carrier required upon employment and during the course of employment

Working Conditions:  

  • Environmental Conditions: Indoors in a climate-controlled environment and outdoors with exposure to weather conditions. Moderate noise with exposure to talking, music, telephones, printers and frequent interruptions. Working in a confined area with or without windows; exposure to florescent lights and computer screen for an extended period. Travel to automobile to properties located throughout Santa Barbara County. Public Contact.
  • Physical Conditions:  Stationary position 50%. Move about the office to access file cabinets and office machinery. Move about the Housing development and grounds to inspect units, monitor the common area and deliver notices, Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer. Frequently communicates with others. Moderate to light lifting and/or move up to 20 pounds.
