| In December 2000, the U.S. Congress
established the bipartisan Millennial Housing Commission to examine the
importance of housing, particularly affordable housing, to America's
infrastructure. The summary of the commission's report,
released May 30, 2002, concluded, "the failure to achieve adequate
housing leads to significant societal costs," and "there is simply not
enough affordable housing." We at HACSB are well
aware of these issues: in fact, they are the reason for our
presence in Santa Barbara County since 1941.

Section 8 Housing Choice
Voucher Program |
| The Section 8 Housing Choice Voucher
Program allows low-income households (voucher holders) to pay
approximately one-third of their income in rent and utilties to
participating housing providers. The remainder of the rent is paid through federal subsidies to the housing providers by HACSB.
HACSB contracts with the U.S. Department of Housing and
Urban Development to administer the Housing Choice Voucher Program for
low-income families, the elderly and the disabled.
